Is it possible to use Post FX without the addon?

Yes, included with the addon is a blend file that can be downloaded and appended directly.
In the future I plan on replacing this with an asset browser compatible collection.

Which render engines are supported?

Both EEVEE and Cycles are officially supported, with the possibility for more to be added in the future. If you have a specific engine you are concerned about please send me a message and I will see what I can do!
