Marie: A Rigged Character.
Marie is rigged using rigify, an addon included with Blender, so it should be enabled on the addon page of the user prefs, or you just need to click "Reload Trusted" at the top of Blender when you open the file. Also, you can go to "User Preference > File" and click "Auto Run Python Scripts" so you don't need to click "Reload Trusted" every time you open the file.
There are a few instructions included in the files, they won't however teach you how to use a character rig or animate. Just search for tutorials on how to use the rigify rig if you don't know how.
