The CLoth Library Addon

Installation:

After Download open blender and navigate to the top menu

goto Edit -> Preferences  -> Addons

Then select install and navigate to your download

The download should be a zip file, and after selecting it Click install addon

Activate the ddon and your should be good to go

Usage :

The addon is installed in the side panel of your 3d view which you can asses by pressing N on your keyboard, You will see it named "The CLoth Library"

The User interface is designed to be minimum only showing what is relevant give the current state, for example since you have not added any cloth object most settings are not shown.

The addon UI is subdivided in 4 main sections, 

The library, Preview thumbnails, helpers and settings

The library and preview thumbnails show you the cloth objects and there categories, selecting any of the thumbnails will add the selected cloth object into your scene, depending on whether the cloth is simulatable you will see the cloth simulation settings else they wont appear for presimulated cloth objects these are prenoted by P and S for simulatable cloth objects
