To increase the Wind do the following:

select the sail. search for displacement in the modifiers-stack.

(see below, left) increase the strength or hit the icon rendered in red - that will take you to the Textures-editor - seen on the right - change from Cloud to i.e. voronoi and play with the Size-Settings
