Addon Located in Tool Panel

! Before adding Dust I strongly recommend to apply transforms to your mesh. (CTRL+A on selected mesh). this action will make effect more stable 

Dust effect settings are located in modifiers panel

press realize instances only when you are satisfied with result. it will increase viewport fps a lot.

if you pick -1 dust will be everywhere.  from 0 to 1 dust will appear only on top faces. 

Dust proximity:
Select desired collection and Dust particles will be smaller in the range of target meshes
