All of the objects in the caster use the Fixing Plate as the parent. Moving this will move the caster and allow you to place it within your scene.

There is an axis that is linked the wheels at the bottom of the caster. selecting this axis and rotating it around the z-axis will rotate the wheels. Note when you add more than one caster unit to your scene each one will have to be rotated independently.
