Open Blender's user preferences, in the 'Addons' tab, click in the 'Install from File...' button and choose the zip file. Then look for 'Conductive Fresnel Node' in the Node section and click on the checkbox. Save your user settings if you want to keep the node available in every Blender's session.
The node works just like any other BSDF Node, in a similar interface to Glossy and Anisotropic BSDFs, with the nk inputs added. It can be found in the Add menu -> Shader.
