Not perfectly. You cannot directly open the file in 2.79, but you can link and append the objects from the file to your scene

Yes, the file is compatible with EEVEE and you don't need to change anything.

No, there are no textures needed.

This is just like a bonus if someone wants to texture-paint these (for example add a logo, dirt, wear and tear...etc), as it will save time and effort.
